Action to promote and facilitate library cooperation and shared services

National Activity

The Libraries Development team develops partnerships with government departments and other national agencies particularly in the areas of education, information and culture.   The Public Lending Remuneration (PLR) scheme for Ireland is managed by Libraries Development. Public Lending Right in Ireland was established by the Copyright and Related Rights (Amendment) Act 2007.

EU Activity

Libraries Development participates in EU funded projects in the areas of information, research and development, and building networks and relationships with key players in the EC and Member States in order to keep Irish expertise in line with best practise in other EU Member States. They also represent Ireland on a number of EU Member State expert forums, such as the European Commission Member States Expert Group on digitisation and digital preservation in cultural heritage and NAPLE (National Authorities on Public Libraries in Europe).
Libraries Development is the national co-ordinator for Europe Direct providing funding to eight library authorities for the provision of EU information to the citizen.

UK Collaboration

Libraries Development works with equivalent bodies in the UK. Projects include Collections Trust on the ENUMERATE project to develop a reliable baseline of statistical data about digitisation, digital preservation and online access to cultural heritage in Europe. Libraries Development is a member of ALMA UK, the British alliance of museums, libraries and archives currently looking at developing tools for the measurement of the social and economic value of libraries.
The team works on an ongoing basis with Libraries NI, the Public Record Office in Northern Ireland and the Europe Direct Centre Northern Ireland to share expertise and experience and develop services and co-operate on initiatives.
